The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Rocky Mountain Network (VISN 19), Salt Lake City VA Healthcare system. This position serves as an advanced technician assigned to outpatient care settings such as primary care, mental health, and specialty clinics. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 -Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education in course of study in an accredited college or university that included a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ["-Performing observation-based screening and collecting patient information in collaboration with licensed personnel. This may involve completing clinical reminders, obtaining patient health/medication history and identification of health-related conditions that may impact the patient's health status through the use of templates and tools, such as outpatient intake form, normal results notes, and follow up treatment protocols established by the agency. -Operates specialized medical equipment to obtain diagnostic and therapeutic outcomes. (i.e. EKG, I-STAT, Glucometer, Cryotherapy equipment, total exam camera, digital stethoscope, etc.) -Assists licensed staff preparing patients for medical evaluation, setting up equipment, passing instruments and providing treatment during in person or virtual visits. -Vital signs such as 12 lead electrocardiogram (EKG), blood pressure, respirations, temperature etc. Point-of-care (POC) testing such as I- STAT and glucometer. -Treatments and inventions requiring equipment and surgical instrumentation set up for procedures such as skin biopsies, Cryotherapy, incision and drainage, and Foley insertion. -Applies and removes simple sterile and non-sterile dressings, slings, ace bandages, and elastic stockings. -Performs cleansing of wounds and changes sterile dressings on complex wounds that require deep packings. -Applies non-sterile hot/cold compresses, packs, and soaks and utilizes equipment that provides heating or cooling as directed by provider. -Position lifts (with appropriate device), turns, ambulates, and transfers patients as needed. -Identifies the need for and appropriately applies supportive and protective devices and utilizes good body mechanics to accomplish tasks. -Specimen collection and preparation such as collecting and labeling venous blood samples, urine, feces, and mucous specimens per provider -Assisting in patient exams and screening such as gynecology exams. -Performs behavioral/mental health screens, conduction interviews, and observes behavioral patients. -Preparation of lab specimens and transfer to lab for processing such Labeling and placing in the proper bin or tube system. Maintains log of all testing done and files appropriate results in the medical record.
